Overview
Mastercard’s Global Regulatory Team is looking for a senior counsel to play an important role in its Regulatory Affairs function in Europe. This role will involve work that concerns all of the markets in Mastercard’s Europe Region and will report to the Assistant General Counsel, Regulatory Affairs, Europe and Asia/Pacific. The successful candidate will be part of a global group of legal and regulatory compliance specialists who between them cover Mastercard’s regulatory affairs in 210+ countries and territories under the leadership of Mastercard’s General Counsel, Regulatory Affairs.
Role
Essential responsibilities in this role include:
- Participating in the general work of Mastercard’s Global Regulatory Team in Europe including contributing to the delivery of strategic initiatives and projects;
- Advising on various regulatory matters arising at both EU and country level impacting the company and its products. Relevant pieces of legislation include the EU Interchange Fee Regulation, Payment Services Directive 2, Anti-Money Laundering Directives, EU Funds Transfer Regulation as well as competition and gambling laws;
- Acting as counsel in respect of Central Bank Oversight and Supervision including taking a significant role in relation to Mastercard’s designation as a Systemically Important Payment System by the European Central Bank and the application of the Principles for Financial Market Infrastructures;
- Advising on payment system/payment scheme oversight more generally;
- Supporting the integration of acquired businesses with reference to their direct regulation and Mastercard’s interests as shareholder;
- Building out and maintaining strong relationships with key regulators;
- Managing people: the successful candidate will have direct reports whose roles are related to the Senior Counsel’s duties;
- Managing outside counsel on regulatory matters;
- Working in close coordination with internal stakeholders in determining the impact of regulatory changes;
- Working in close collaboration with the European Region Public Affairs team and other groups including supporting the regulatory reviews of new products;
- Being a contributor to the broader activity of Mastercard’s European Law, Franchise; and
- Integrity team under the supervision and direction of the Mastercard Europe General Counsel.
All About You
The successful candidate must have the following knowledge, skills and experience:
- Graduate of an established and reputable university, a law degree complemented with a Masters (LLM) in European or international law being preferred;
- Track record of success in legal practice in fields drawn from regulation, technology, finance, corporate, commercial and anti-trust an international law firm, private or Central Bank or government body practicing European competition law enforcement and/or European law;
- Experience of regulatory affairs in a financial services or payments organization and knowledge of payment system regulation in European markets;
- Understanding of the law of the EU institutions and decision-making processes of the EU;
- Experience of multi-national organizations and a track record that includes operating effectively within a diverse multicultural organization with the highest standards of personal integrity;
- Excellent written and oral communication skills in English and preferably at least one other European language;
- Must demonstrate a proactive, time sensitive, results driven approach in carrying out all responsibilities.
