Main Purpose

Under the guidance of the Section Head, the Legal Officer assists the Section Head and other officers in the Section in preparing legal instruments and documents and provides legal advice on the application or interpretation of such documents.

Role

The Legal Officer is (1) a specialist, providing high quality professional inputs to the legal support provided by the Nuclear and Treaty Law Section and (2) an advisor on the application and interpretation of international legal instruments governing the safe and peaceful uses of nuclear energy.

Functions/Key Results Expected

  • Drafts advice related to the application of international nuclear legal instruments adopted under IAEA auspices, in particular in the areas of nuclear safety, security and nuclear liability.
  • Reviews Member States' national nuclear laws within the IAEA's legislative assistance programme.
  • Conducts studies on international and nuclear law.
  • Represents OLA and delivers key lectures during IAEA missions and events including those to promote adherence to and implementation of international nuclear legal instruments adopted under IAEA auspices.
  • Assumes other duties as determined by the Section Head in the Section.

  • Technical/scientific credibility: Ensures that work is in compliance with internationally accepted professional standards and scientific methods. Provides scientifically/technically accepted information that is credible and reliable.

Required Expertise

  • Agency's Statute, Rules of Procedures, Regulations, Practices and Precedents Knowledge of and ability to analyse and apply the IAEA Statute, Rules of Procedure, Regulations, Practices and Precedent
  • International Law: Knowledge of the broad principles of public international and nuclear law
  • Legal Drafts: Ability to draft clear, concise documents setting out facts and arguments in an accurate manner
  • Policy Development: Ability to support policy development within the scope of the relevant legal framework

Qualifications, Experience and Language skills

  • Master's Degree - Advanced Law degree with good academic record.
  • At least five years' relevant experience, including several years at the international level.
  • Proven experience in preparing legal drafts.
  • Member of a national bar or equivalent.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
