VPU Background:

In May 2018, the World Bank Group (WBG) adopted a high-level, principles based privacy policy reflecting international privacy standards (the Privacy Policy). Under this policy, the World Bank has created a privacy framework as well as a uniform privacy management strategy led by the Data Privacy Office. The Data Privacy Office will be headed by the Chief Data Privacy Officer who will be responsible for establishing and overseeing the privacy program (the Program).

Job Description:

The Chief Data Privacy Officer (CDPO) will be responsible for implementing and maintaining the privacy Program, which must operate in an effective manner that safeguards the World Bank’s institutional interests as well as those of its partners and clients. CDPO will report to the Director Operational Risk whilst having independence on data privacy compliance related matters. He or she will be required to have deep familiarity with privacy regulations as well as established privacy programs (i.e., Internal management setup) including:

  1. in-depth understanding of regulatory frameworks for data privacy including the EU GDPR; and
  2. deep familiarity with various privacy programs adopted in international organizations.

Core responsibilities include:

Policy

  • Advising and providing thought leadership on the World Bank’s compliance with its WBG Privacy Policy;
  • Implementing the WBG Privacy Policy through directives and procedures;
  • Tracking international best practices and proposing necessary changes to the Bank’s policy framework, as appropriate for the Bank;
  • Maintaining and running a WB privacy program, including providing training and awareness on privacy issues to staff and having oversight of privacy related matters across the World Bank.

Governance and change management/training

  • Monitoring the adherence to WBG Privacy Policy and its implementing legal framework;
  • Working across organizational boundaries to collaborate responses to various inquiries;
  • Leading and inspiring staff in his/her unit to perform and delivering for better results and achieving. their fullest potential through coaching and mentorship;
  • Proactively addressing issues related to data privacy;
  • Liaising with peers in IFC and MIGA to ensure consistency and promoting synergies on privacy related matters across the WBG;
  • Reporting privacy related issues, including non-compliance and privacy breaches to management and other oversight functions as appropriate and working collaboratively to develop solutions;
  • Fostering a culture of compliance with privacy requirements and issues.

Implementation

  • Identifying and assessing risks related to different processing activities to prioritize compliance work;
  • Acting as the point of contact for data subjects and responding to requests of data subjects;
  • Conducting data privacy impact assessments and maintaining a repository of personal data;
  • Understanding IT infrastructure, technology, technical and organizational structure of the World Bank;
  • Maintaining and implementing IT tools to support activities of the privacy office;
  • Supporting the response to data incidents;
  • Managing resources efficiently and effectively;
  • Assessing and monitoring vendor related privacy risks in partnership with key stakeholders such as corporate procurement and the IT vice presidency;
  • Investigating matters related to the above-mentioned tasks;
  • Providing recommendations to business units, supporting, and overseeing implementation of any necessary changes and conducting periodic reviews of how the World Bank obtains, uses, stores, shares and disseminates personal information.

The CDPO will engage with data processing VPUs/units across the World Bank.

Selection Criteria:

  • Must have a master’s degree;
  • Must have a track record and experience of running and managing a robust Data Privacy and Protection program for a global organization, including a minimum of 12 years in the Compliance function;
  • Should have in-depth knowledge including practical implementation experience of regulatory frameworks for data privacy including the EU GDPR;
  • Strong managerial skills including experience of collaborative approaches of working with stakeholders is essential;
  • Familiarity with processes of public administration as well as familiarity with public international law are desired;
  • Expertise which aligns with the World Bank’s data processing operations, and familiarity with the nature of its data processing activities;
  • Experience defining data privacy and protection policies and the ability to articulate them in ways that other stakeholders can understand;
  • Understanding of IT infrastructure and tools;
  • Understanding of data privacy impact assessment processes;
  • Ability to interface easily with internal staff at all levels, and actively engage with stakeholders to provide leadership, subject matter expertise, and monitoring of the World Bank’s privacy and personal data protection program;
  • Proven track record in monitoring a company’s or organization’s ongoing compliance with its data protection and privacy policies and procedures. Development of goals to ensure ongoing compliance, including methodology for internal investigations regarding any report of or suspected noncompliance;
  • Proven track record of strategic thinking and development of business focused solutions;
  • Leadership and delivery of cross-functional projects, with strong ability to prioritize multiple tasks and respond to emergencies and to organize and schedule work effectively.

Managerial & Core Competencies:

  • Manages staff of the practice group, including the recruitment, coaching, performance evaluation and career development guidance. Identify staff’s performance gaps and develop appropriate course of actions to address the gaps while nurturing emerging talent;
  • Manages and oversees the engagement of technical consultants. Distributes workloads equitably among staff, taking into account their different seniority levels;
  • Promotes a culture of effective teamwork.

Resource Management accountabilities

  • Effectively manages the budget of the practice group in a resource-constrained environment; ensures effective formulation of the unit’s budget proposal, input into budget decisions and managing the unit’s financial resources effectively and efficiently;

  • Provides ongoing representation of the WB and outreach to key stakeholders. Keeps senior management abreast of key stakeholder dialogue.Coordinates and collaborates in the field with other development partners to further the effectiveness agenda.

  • Disseminates best practices and lessons learned. Manages the learning and knowledge flows in the team and supports the VP on VPU-wide knowledge initiatives.
